Rich Guidice Joins Blue Star Security as Director of Business Development

Blue Star Security is proud to welcome Rich Guidice as Director of Business Development. Rich’s position will enable him to continue with his passion in public safety. Rich Guidice brings a wealth of experience and expertise to Blue Star Security. As Director of Business Development, his leadership will undoubtedly propel the company forward, fostering growth and enhancing its market position.

With three decades of experience in municipal government, Rich has extensive knowledge of the City’s management and operations, and Chicago’s vibrantly diverse communities. Previously, Rich Guidice served as Executive Director of the City of Chicago Office of Emergency Management and Communications(OEMC) from March 2019 – April 2023. In his role as Executive Director, Mr. Guidice oversaw a wide array of public safety programming, including the City’s dispatch operations including the 911 Center; 311 City Services; Emergency Management; and Traffic Management in support of the department’s mission to coordinate the City’s public safety efforts and ensure the security of everyone who lives and visits Chicago. Prior to becoming Executive Director of OEMC, Guidice served at OEMC, including OEMC’s Managing Deputy Director of Operations and then later as OEMC’s First Deputy. Rich was responsible for implementing the City’s Operations Center – the 24/7/365 hub of public safety information and situational awareness.

During his time with OEMC, Guidice spearheaded planning and coordination for the protection of people and property during large-scale events drawing national and international attention to Chicago, including the 2008 Inauguration Celebration for President Barack Obama in Grant Park, the 2012 NATO Summit, the Stanley Cup Championship parades and rallies for the Chicago Blackhawks (2010, 2013, 2015), the World Series Championship celebrations of the Chicago White Sox (2005) and Chicago Cubs (2016), the COVID-19 pandemic, and most recently the humanitarian crisis involving the influx of asylum seekers at the Southern border into Chicago. In addition, Guidice led the planning and coordination for annual marquee events such as the Lollapalooza Music Festival and the Bank of America Chicago Marathon, among a host of other planned and unplanned events and activities throughout the city. Guidice also oversaw the coordination efforts regarding seasonal weather-related emergencies citywide, and during large-scale events.
